Continuing the Fight to Curb the 407 ETR’s Powers of Plate Denial

Stop the 407 ETR’s Abuse of Power continues, relentlessly to push for change in how the 407 ETR is handled by the Province.  In the last article we touched on the topic of P3’s and how it was Canada’s new way of funding larger infrastructure projects.  Being that the 407 ETR is a bi-product of a P3 we decided to dig deeper into the topic and uncovered some unsettling facts.  We will keep you posted as we demand answers to questions we have.
What we know is that, the Minister of Transportation at the time this deal was struck was Tony Clement.  Yes, this is the same Tony Clement that is now part of the Federal Government as the President of the Treasury Board.
At the time, MPP Clement did not handle the sale of the interest in highway 407’s operations.  A whole ministry was set up to handle this transaction and Minister of Transportation Clement kept an eye on things at a distance.  A Minister without Portfolio was given responsibility for privatization.  His name was Rob Sampson.  Mr. Sampson was rewarded with the position of Minister of Corrections Services until Ernie Eves sacked him in 2003. He is now a high paid consultant to the Federal Government trying to Privatize jails through the back door.
I received a legal opinion from the City of Oshawa today that stated regarding the 407 ETR their “powers may only be exercised in accordance with the terms and conditions of an agreement between the Minister for Privatization and the Owner.”  So naturally, I start to call around to find out who the Minister for Privatization is.  Guess what?  There is no Ministry for Privatization.  As I pushed, Ryan from the Liberal Caucus became defensive, but I pushed on undaunted in questioning him.  Ryan revealed that there was no Minister without Portfolio either.  I find this hard to believe since the 407 ETR’s powers can only by exercised in accordance with an agreement with this phantom Minister.  I am now waiting for clarification from the Ministry of Transportation.
If the 407 ETR can only exercise their powers by way of an agreement with the Minister for Privatization and that Minister does not exist, neither does the 407 ETR’s powers as far as I am concerned.
